The Ministry of Road Transport & Highways (MoRTH) has proposed the Vehicle scrappage policy and Incentives under it from 1st April 2022 for old and polluting vehicles.
Under the vehicle scrappage policy, the Ministry of Road Transport & Highways (MoRTH) has also implemented a scheme for setting up of one model Automated Inspection & Certification Centre for vehicle fitness test in each State / UT. Total 26 Inspection & Certificate centres (one each in 26 States/UTs) have been sanctioned by the Ministry under the scheme.
Highlights of Automated testing station (ATS) for vehicle testing:
- Commercial vehicles need to go for vehicle fitness testing after first 2 years and then every year. But, Private vehicles need to go for vehicle fitness testing after first 15 years and then after 5 years.
- Testing of vehicles from ATS is mandatory for heavy commercial vehicles and for heavy personal vehicles from 1st April 2023.
UP govt. has declared in first week of september’22 that UP will have 2 Automated testing station (ATS) in each district. These Automated testing station (ATS) or Automated fitness test center will be set-up in PPP model. Automated testing station (ATS) will improve the efficiency and accuracy in vehicle fitness tests. Presently, most of the vehicle testing is done by RTOs manually.
- Gautam Buddha Nagar will have first Automated testing station (ATS) for vehicle testing near Surajpur, Greater Noida, which will be functional in a year.

2-step process to scrap your vehicle:
- Get your Vehicle fitness certificate from any ‘Automated Fitness centre’. If the vehicle does not pass or qualify, the vehicle will be declared dead and ‘End of life vehicle‘ certificate will be given by Automated Fitness centre.
- After getting ‘End of life vehicle’ certificate will be given by Automated Fitness centre, go to any ‘Registered Vehicle scrapping Centre’ to get the ‘Certificate of Deposit’ issued by Registered Vehicle Scrapping Facility.
