1. Government (MoRTH) has extended the driving licence, RC and other permits up to 30.06.21.
The Transport ministry of India has extended the validity of RTO related documents and vehicle related documents like driving license, Registration, Permit of all types and fitness certificates till 30th June 2021 in view of the COVID-19 situation.
2. Jharkhand Government has extended the expired or expiring driving licence (16.04.21):
Jharkhand Government has extended the expired or expiring driving licence, learning license and other vehicular documents or certificates due to covid-19 situation. The transport department has issued a circular dated 16th April 2021, which states these:
- The process of issuing Learner License and Driving License has been stopped with immediate effect.
- The Learner License and Driving License which have been expired or expiring will remain valid.
- The person who has been allotted the time slots for Learner License and Driving License, will be given new dates later.
3. Re-registration of vehicle from one state to another will be easy:
The transport ministry on 28.04.21 has proposed the solution of long pending problem of re-registration process from one state to another state in India. Currently, a person has to re-register the vehicle within 12 months after transfer to new state, as per the MV Act, 1988. These are the following important points from this proposal,
- This re-registration proposal is only for Private vehicles, not for commercial vehicles.
- Under the new scheme, on pilot test mode, the allocation would be marked as “IN” series.
- This scheme will be available to personnel of Defence, Central Govt., State Govt., Central PSUs, State PSUs and Private sector Companies, organizations, which have their offices in 5 or more States/UTs.
- The motor vehicle tax will be levied for two years or in multiple of two, as per the proposal against for 15 years currently. Presently, when he is transferred to another state, then again he has to pay the road tax for remaining years out of 15 years. And, he has to ask for refund this road tax amount for the same period from parent state.
Online application process for driving license in India

On 3rd March, 2021, the Ministry of Road, Transport and Highways has issued a notification through ‘The Gazette of India (CG-DL-E-03032021-225616)’ about the Contactless RTO services through online portal by Aadhaar authentication method. How to apply online for new driving license of car, bike or heavy vehicles in Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Ahmedabad and other cities of India?:
Registration and Driving Learner’s License time slot booking online:
- Registration : Register first yourself on Sarathi website –https://sarathi.parivahan.gov.in/sarathiservice/stateSelection.do
- Learner License time slot booking:
- Select your state from the list, then go to: Apply online > New Learners License. You will need one mobile number for registration on website by generating OTP.
- Then after login, pay fees of about Rs. 350/- (fees may vary with state) and verify the pay status.
- Upload documents like Date of birth certificate, Identity proof, Address proof.
- Upload your signature and photograph
- Then in final step, you have to select available time slot for computer test.
3. Computer Test for driving learner’s license online:
Go for computer test on your chosen time slot at your respective RTO computer test room. Applicant will be successfully passed the test if the applicant correctly answers at least 60 % of all the questions put to him.(Ex. – 10 questions may be asked in which about 6 /10 is sufficient for passing the test). Here you will get the result instantly. If failed, then again you have to book the time slot for test. And if passed, you will get SMS having Learning License No., which are valid for 6 months.

4. Permanent driving License time slot booking online:
Then after 30 days of passing learning test, you will get SMS for applying the permanent driving license. Here again based on the Learning license number, you have to upload the documents like Date of birth certificate, Identity proof, Address proof, payment of fees of about Rs. 1,000/- (may vary with state).
5. ‘Driving Skill test’ in RTO for permanent driving license:
Then, upon payment of fees, you will be allotted a slot for driving skill tests of LMV, MCWG etc. based on your application. On the driving skill test day, in front of RTO officials, you have to give the test under video camera recordings.
