MoRTH (Ministry of Road Transport and Highways) has issued a new number series BH (Bharat) for vehicle under Central Motor Vehicles (20th Amendment) Rules, 2021. It is for those people, who has to move from one state to another in case of job transfer or for any other reason, as they face difficulties in the re-registration of their vehicle in new state. To overcome this cumbersome process, this BH series vehicle registration process has been started from 15th September 2021 across all over India. It is on voluntary basis.

Employees of Private sector with offices in 5 or more than 5 states or UTs.
Individuals buying new non-transport vehicles only.
To make it easy to citizen for application of BH-series, amendment in rule 48 has been proposed to provide flexibility to submit application for BH series either at the place of residence or place of work.

Number format of BH series
For example, 21-BH-4444-DD is the format of BH series registration number, in which 21 is the year of first registration of vehicle, then BH indicates Bharat series, then 4-digit number followed by 2 alphabets.

For Diesel vehicle – 2 % extra charge on Motor vehicle tax under BH series registration.
For Electric vehicle – 2 % extra discount or rebate on Motor vehicle tax under BH series registration.

Road tax calculation under BH series vehicle registration
Transfer of BH-registered vehicle to eligible and ineligible person:
If a vehicle registered in BH-series, is transferred in the name of such person who is eligible for BH-Series, then such vehicle shall continue to be validly registered under BH series to the new person.
If a vehicle registered in BH-Series, is transferred in the name of such person who is not eligible for BH-Series, then this vehicle has to follow the existing state / UT’s rule. And, the vehicle will also be liable for motor vehicle tax as per the taxation rules of the concerned State / UT.
Conversion of Vehicle’s ‘Regular Registration series’ to ‘BH-series’ Registration:
If the owner of a vehicle opts for registration mark in BH-Series from Regular Registration series in any state/UT, then owner of such vehicle shall apply in Form 27A for assignment of BH-Series registration mark to any registering authority of the current state.
How to apply for BH-series registration for new vehicle ?:
The registration of new vehicle’s BH-series will be done by the vehicle dealer on behalf of customer through the VAHAN portal of Govt.

Form Fill-up : Form-20 will be filled online by dealer on behalf of customer in the Vahan portal, https://parivahan.gov.in
BH-series selection : Dealer needs to select BH (Bharat) series.
Documents upload : Dealer needs to upload the Form-60 (Private sector employees) or official working ID (Government employees) along with other relevant documents like Aadhaar, PAN etc.
Application approval by RTO – RTO needs to approve the application of Bharat series.
Tax payment – Pay online the required motor vehicle tax. (Initially for 2 years only. Then again has to pay tax at the interval of every 2 years till 14 years. After 14 years, MV tax needs to pay annually.)
After this, Vahan 4 will generate the number of BH-series for your vehicle.
Rajan is residing in Delhi and working in a private firm, but the job is of transferrable in more than 5 cities. So, when he buys a new car or SUV, he opts for BH series registration for his vehicle.
First time, vehicle dealer on behalf of Rajan will fill the BH-registration form and pay the tax.
Thereafter he is paying registration cost online on Vahan portal by himself.
Now, in the 3rd year, he got transferred to Mumbai, where he has to pay again registration cost online on Vahan portal after completing 4 years of vehicle.
Likewise, he has to pay registration cost online on Vahan portal every 2 years till 14 years of vehicle.
After that, registration cost has to be paid annually.

Calculation on Mercedes GLA for BH Tax is coming almost 17% vs it should come to 14%. So not sure if there is some additional tax on Luxury cars in BH Series
See.. the tax and surcharge may change with time and you may also be right about additional tax on luxury vehicles.. So, you will get the exact RTO calculation only with the car dealer..
Ex – Jeep 1.4 Petrol DCT, (21 lakh) in Mumbai: 15 yrs.RTO charges for Petrol – 4.5 lakh, but 15 yrs. RTO charges for BH in Mumbai – 3.65 lakh (all figures are approx.).
Bike looses it’s fitness after 14years. In case if I don’t want to use my bike anymore & no interested to use/see it. Can I stop paying mv tax after 14 years?

yes.. sure. No need to pay tax, if it’s not usable due to lack of fitness.
Still not implemented at the ground only selective states have started this. No update when it will be implemented in Madhya Pradesh.
